Actually, believe it or not – that’s German TV. Early 90s comedy if I’m not mistaken. The guy on the viewer’s right is “Diddi Hallervorden”. Used to be a good, sharp satirist, then went on to do this kind of slapstick. Not all bad. Definitely somewhat Benny Hill inspired.
